Yes, PM means private message.
Other member cant read your message except admin.
Click the particular member that you wish to send pm, then you can see the warning clause :
WARNING: ALL PMs are monitored, any offence will result in your PM Priviledges removed or PERMANENT BAN.
NO SPAM, NO Websites, NO Contacts(Whatsapp,Email,Wechat,FB,Skype etc)
